One simple possibility is that these two are downplaying the therapy because there is a limited supply of the drug(s) and they want to acquire a larger inventory before approving it as an early intervention (similar to how the CDC was advising people not to use masks so they can save the masks for medical professionals).
That's my most charitable guess.
If that's correct, then people should pay attention to ensuring adequate levels of zinc intake in their diets (together with vitamin D, etc.) to improve their odds of fighting off the infection without progressing to severe symptoms. The mechanism of action of hydroxychloroquine supposedly involves pushing zinc into the cells at an elevated rate - it does need to be used under medical supervision.
