Was Rand's 'Filibuster' Cleared by Mitch McConnell?

Friends on The Hill, who are wired in, tell me that it is very likely Mitch McConnell gave Rand the green light on his money raising  campaign takeover of the Senate floor yesterday.

The informed speculation is that McConnell gave Rand the approval to do it as long as he did not carry the speech beyond midnight, since a speech that went on after midnight would mean that Rand's move would actually become a filibuster at that point and cause problems for McConnell.

Rand ended his floor takeover at 11:48 p.m. ET.

    Rand Paul's Punch & Judy Show was orchestrated by master puppeteer Mitch McConnell, who let Rand futilely swing his little wooden club around, in an attempt to fill his blighted coffer.

    Not being familiar with filibuster rules, what would have changed if he had continued until midnight?
