Is Trump Thinking About Sending US Troops Into Mexico?

I really don't like the way this sounds:

Why would Lopez be so concerned if it is just a designation?

And why is Trump saying that he will temporarily hold off the designation and step up joint efforts?

It is possible the designation would only mean US attempts to disrupt the groups’ financing.

If such a declaration is made, the cartels would fall under the State Department’s Foreign Terrorist Organization category, along with the Islamic State and al Qaeda and their top leadership and financiers are harassed by the Treasury all the time. 

But it may mean more.

Remember, Trump tweeted this last month.

Also of note, Attorney General William Barr was in Mexico City on Thursday and met with  López,  Mexican Foreign Minister Marcelo Ebrard, and other top law enforcement officials.
