What I am seeing a lot of these days here in San Francisco are drivers who display on their windshields, which looks to me like they are indeed independent workers, who handle calls from more than one dispatch service. With the dispatch services being little more than a very sophisticated and complex real-time Craig's List. (Go ahead Uber and Lyft, feel free to use this argument in your battles against the state.)
