Is Rand Paul Talking Neocon Code in His New Book?

In my review of Rand's new book, Taking A Stand: Moving Beyond Partisan Politics to Unite America, I noted that Rand curiously puts an adjective in front of capitalism. On page 40 of his book, he hails "democratic capitalism".

A friend emails:

"Democratic capitalism" has long been the neocon formulation to indicate opposition to lassiez-faire and support for the "conservative welfare state" in Irving Kristol's formulation.
