If you're a professional photographer following around the Emperor all day, that picture is propaganda gold.
Love...hugs...it pulls at the heart strings.
Now, I don't know why that women is hugging the Emperor, but I do know that anytime the Emperor "helps" one person, he concomitantly hurts another. That's the nature of his "job".
