I'm told by Trump staffers who joined the administration to "drain the swamp" that they are seeing leaks by never-Trumpers, and Obama holdovers, across the government. The goal is to hinder the Trump Administrations at every possible step. It's pure Saul Alinsky tactics.
Case in point, the internal budget documents from the Department of Education were leaked to WaPo.
Which resulted in WaPo reporting this (my highlights):
Funding for college work-study programs would be cut in half, public-service loan forgiveness would end and hundreds of millions of dollars that public schools could use for mental health, advanced coursework and other services would vanish under a Trump administration plan to cut $10.6 billion from federal education initiatives, according to budget documents obtained by The Washington Post...This puts extreme pressure on staffers who want to shrink the government. The ambush leaks put them on defensive and make it difficult to present programs, as anti-Trump leaders are able to galvanize obstructionist efforts before a plan is officially announced.
The documents — described by an Education Department employee as a near-final version of the budget expected to be released next week — offer the clearest picture yet of how the administration intends to accomplish that goal.
