If he is still a beat cop at plus 50, it means senior level coppers don't think he is management material. that is, he doesn't play the political game.
He most certainly hasn't shot anyone, ignores a lot of bullshit infringements of the law. but knows how to wield a billy club on real thugs and real criminals.

Sorry, I still wouldn't trust him. He might prove to be a human being, or he might well have been corrupted over the years by the rotten cop culture in America today. Anyone whose job description includes busting people for victimless "crimes" who is NOT a monster should have left the job years ago.
