I believe that the onus is upon the parents. Whether in government schools, private or homeschools, it's the will of the parents over their children that make a large difference. Also, far more accountability must be placed upon the student. If a child doesn't pass the required classes, he should not advance in grade. If a child can not restrain herself in class, she should be permanently expelled. These actions once again bring us back to the parents who would have to deal with it.
