Bob,First, it should be noted that forcing the expiration of the NSA spy program is a step in the right direction. But Rand's move would be a very small step.

According to WaPo, senate rules would allow Rand to force about five days of debate over the issue, which would lead to a temporary halt to some techniques used by the nation's spy agencies.
Rand would have to do an awful lot more in the direction of liberty before it makes sense to send him money. Right now, Rand's promised move to delay a Sunday night vote looks like a money raising ploy and that is about all.
I'll support any move to shutdown parts of the NSA but, again, this is a very limited move that could be reversed in the Senate by Friday.
