Limit voting to net taxpayers after all handouts and profits from government contacts and welfare programs. It's the only way it can work. But even that could be gamed by staying just barely a net taxpayer.
Maybe there would be a way to weigh the voting too. Net taxes paid divided by income for instance. The idea is to make it so any move to improve one's lot through government will result in less voting power.
Ah, the joys of 'duh-mocracy'. Too bad we can't repeal women's suffrage and leave voting to property owning males for the most part.
