WTF? CIA Leaves Explosive Material on a School Bus

So the CIA borrows a school bus for training purposes.  Puts explosives underneath the hood, forgets to remove the explosives out, hands back the school bus to the district.  And the bus is driven around for two days.
Makes me wonder if this was a government planned terror attack found out before kids could be murdered.

WaPo reports:
The CIA left “explosive training material” under the hood of a Loudoun County  [Virginia]school bus after a training exercise last week, a bus that was used to ferry elementary and high school students to and from school on Monday and Tuesday with the material still sitting in the engine compartment, according to the CIA and Loudoun County officials.

The Loudoun County Sheriff’s Office and the CIA said in statements Thursday that the explosive material was left behind after a training exercise at Briar Woods High School during spring break. The CIA said it was a training scenario for explosives-detecting dogs.

CIA officials said in a statement that the material “did not pose a danger to passengers on the bus,” which was used on March 28 and 29. Authorities held a joint training program at Briar Woods from March 21 to 24.

Loudoun schools spokesman Wayde Byard said the CIA indicated the nature of the material but asked the school system not to disclose it. Byard described it as a “putty-type” material designed for use on the battlefield and which requires a special detonator; such putty, or plastic, explosives — including the well-known C-4 — are used in demolition and are considered stable.

Byard said law enforcement agencies use school facilities on occasion to conduct realistic training exercises, including active-shooter drills.

As part of last week’s training exercise, CIA trainers placed explosive material into the engine compartment of a school bus on Thursday to test a dog’s ability to sniff it out. They also placed the material in parts of the school. Byard said the dog successfully found the material in the engine compartment, but some of the material fell deeper inside the compartment and became wedged beneath the hoses.

He said school bus drivers check under the hoods of their buses before they take them out on the road, but the package was wedged too far deep inside the engine compartment and was the same color as the hoses, so it could not easily be seen.
The bus shuttled students to and from school for two days with the explosive material under the hood, making eight runs totaling 145 miles and carrying 26 students attending Rock Ridge High School, Buffalo Trail Elementary School and Pinebrook Elementary School.

The bus was taken to a school system facility on Wednesday for routine maintenance. Byard said the county’s buses are regularly taken off-line to check their spark plugs, hoses and to rotate tires. It was during a routine inspection that a technician discovered the explosive material.

One would think that since the CIA has an off the books budget that they could have bought a dozen or 30 buses(@$85k a pop) and tested that way without exposing children of a potential danger even if the explosive required a trigger device. The purchase could also funnel money to a crony manufacturer of school buses.

    1. Yep, which begs the question: "Why do it?".
      The incredible correlation between "terror attacks" and "training exercises" is really waving red flags.
      Sometimes I think "they" just do these things to demonstrate how unaware the general population is. I mean, while still engaged in the Iraq war, we elect a guy whose middle name is Hussein?!?

    2. Used buses are less than 8 grand each in excellent running condition. Surely ownership would be even cheaper than 'borrowing' from local governments. Many of our nation's poor and sick have bought a used bus to live in, being unable to afford an actual home. The CIA can afford "quality pre-owned" training vehicles.
      So why did the CIA buy some used vehicles for training?
      Probably because they wanted a tragic terrorist attack to justify the Political Class's predetermined agendas. Worked in Iraq...

  2. This is the biggest load of steaming feces that I've read in a while! What possible use could 'testing bomb sniffing dogs on a school bus' be to the CIA? Their mission is supposed to be foreign, NOT domestic operations. And did you notice how law enforcement NEVER mentioned whether the C4 was removed from the 'other parts of the school' it was being 'tested' for?

    Somebody give that bus mechanic a raise - he just saved the lives of dozens of American school kids from becoming a blood sacrifice for intelligence agencies...

  4. Shouldn't they have to account for this putty? 5oz at the start 5 oz at the end; if not go find the missing "putty"... Not rocket science, and these are our trained best? I beg to differ.😪
