Check the board carefully. It appears that black has many more pieces on the board. Unable to tell who is really beating the other one, but by piece count the black side is ahead. :)
I would say the cop, presumably playing white is losing. Either his king is on the run or his queen is surrounded. Hard to tell which one it is in the photo, I would guess the former. Neither is good.
IME people who play chess everyday in public places tend to be very good at it.
