I agree with Bob Roddis in his comment indicting "EVERYONE." The perverse incentives of monopoly power influence most individuals to become vicious. The psychologist Philip Zimbardo elegantly proved this in his famous Stanford study (and now movie) known as The Lucifer Effect.
