Baltimore Through Rose-Colored Glasses

Rep. Elijah Cummings has a peculiar perspective on Baltimore since the riots occurred:
“They have not slipped back as business as usual,” Cummings said. I think the mayor [Stephanie Rawlings-Blake] has worked very hard to pull us together,” he added, pointing to progress in fighting joblessness and problems in the criminal justice and education systems.
Meanwhile Tom DiLorenzo points out:
There have already been 104 homicides in Baltimore this year, 47 more than at the same time last year, with the victims almost exclusively black.  How can this be?  There is not a single Confederate flag flying over ANY government building anywhere in the state of Maryland — or in nearby D.C.
Is Rep. Cummings talking about the same Baltimore as DiLorenzo?

I assume that since he's a Representative of Maryland that he is.

As best as I can tell, the minimum wage has not been abolished in Baltimore, the drug war is still being waged, and government welfare and regulations have not been peeled away.

Not only is it "business as usual" in Baltimore, it's actually much worse since the riots.
