Biden Won't Attend Netanyahu's Speech to Congress

Traveling man.

The office of Vice President Joe Biden says that the Vice President  will be travelling overseas at the time of  Israeli Prime Minister Benjamin Netanyahu's planned address to the U.S. Congress.

How convenient.

Biden, as vice president also serves as president of the Senate, and normally attend a foreign leader's address to a joint session of Congress, seated prominently behind the visiting leader.
