Past experience seems to suggest that it's hard to stop non-citizens from voting if the local electoral officials don't care, or actually want to allow them to vote. Thus in voting jurisdictions run by Democratic officials you're likely to see non-citizens (continue to) vote; call it "sanctuary voting."
Have them sterilized, then deported.
